A Milton-Freewater man was arrested Sunday, Jan. 16 for criminal mistreatment after officers found his disabled adult son bound to a reclining chair, covered in his own feces.

Milton-Freewater Police were called to a house at 113 N.E. Sixth St. on a report of a domestic disturbance. The participants in the disturbance had fled but police found Clifton Carson Jr., 29, tied to the chair in a “hidden, private room,” according to police. Carson Jr. has cerebral palsy, cannot walk and is completely dependent on assistance from others for grooming and sustenance.

Carlson Jr. was taken to St. Mary Medical Center in Walla Walla for treatment of issues stemming from the condition he was found in.

His father, Clifton Carson Sr., 54, was interviewed by officers when he later returned to the house and was arrested for criminal mistreatment in the second degree and lodged in the Umatilla County Jail. He posted bail later in the week and is no longer in jail.
