SALEM - With the Oregon Legislature heading into the month of August for only the third time in state history, the edginess at the Capitol might be highest in State Treasurer Randall Edwards' office.

Edwards needs to borrow money so the state can pay bills that are coming due, and his timeline for the cheapest borrowing option is running out.
