Pacific Power says the outage was caused by a tree falling on a substation. Power is expected to be restored by noon.

Power is out across a large area of North Portland including Portland International Airport.

Airport spokesman Steve Johnson says their emergency generators are working and flights are leaving on time.

"The airfield is operational. The checkpoints are operational. We did get some back up in the ticket lobby although most of those systems are coming back up now and they're able to process travelers," according to Johnson

Johnson says airport shops and restaurants are also running again.

At its peak the outage affected 19,289 customers according to the Pacific Power website.

Area of the outage includes Zip Codes 97211, 97212, 97218 and 97222.

Repairs are underway and Pacific Power says power should be restored by 11:30.
