While my letter of some days ago may have started the discussion on systemic budget failure within cities in Oregon, Al Plute’s comments, besides being an excellent primer on HOA budget and accounting procedures, provide us with a very clear path to reorder our city budget process and its outcomes.

We are indeed at the crossroads in this city and any discussion of a new fire hall brings the crossroads into extremely close focus. We have a perfect opportunity to fix the city system big time BEFORE we take on any more debt, which will bury us. We must insist on a budget document that reflects real future costs of every new asset and a level of support from council to adopt the self discipline required to carry out the transition.
