This letter is in regards to Eastern Oregon Correctional Institution and what they are hiding and doing to the inmates there. It is criminal and someone that was not a government official would be behind bars for what they are doing.
Since COVID-19 started it was inside the walls at the prison, but they made everyone believe they had no cases. They would stage photos of inmates cleaning while wearing a mask. When the picture was taken they would take the mask away.
My husband is at EOCI — he has high blood pressure, chronic obstructive pulmonary disease, heart problems, fibromyalgia, and has had three back surgeries. He is 61 years old. His charges are from a relapse with drugs after being clean and sober for over 20 years.
He went into medical back in May to have testing done on his lungs. Dr. Blood was the doctor that saw him. She told him that she was going to put him as a Tier 1 for early parole due to his health. The document sat at the top of his medical file. Our attorney had started to file a Habeas Corpus writ after Gov. Kate Brown changed her mind back in May to release 2,000 inmates, because he was going to die in prison. We started the Habeas Corpus process and, just before we submitted the writ, the very document that the judge needed to see about early parole went missing.
I have written EOCI about this and how it is a big HIPAA no-no. This document is the document that would have potentially saved his life. If my husband gets sick with COVID-19 he will not survive. There have been two deaths at the prison, and 50+ people got moved out of EOCI that are testing positive. They are moved to other prisons so EOCI can keep there numbers down. There is no social distancing, and the guards wear their masks if they want to.
I protested at the prison on July 25, 2020. They kept my husband locked in his cell that day, and did not let him have any yard time because I was there. What the hell was I going to do? He did see me and said it made his day he was able to see his 23-month-old grandson and his daughter also.
What they are doing is wrong, inhumane, and criminal. I informed the prison I was writing you, along with U.S. Department of Health & Human Services for civil rights, U.S. Attorney William Barr, all news stations, (Oregon Department of Corrections Director) Colette Peters and Gov. Kate Brown. They may be able to keep our loved ones silenced in there, but they cannot keep me silenced.
Enough is enough, EOCI. You are committing murder and you will be held responsible.
