Gov. Kulongoski needs to tax everybody, not just smokers

I understand Gov. Ted Kulongoski has proposed another tax on cigarettes to be spent on whatever they choose. Why don't they tax toilet paper and get everyone evenly? Aren't the tobacco users in enough trouble by just having the habit?
