The periodical flood of the Umatilla river has come again and the

O.R.&N. railroad is blockaded east, west and north. No mail has

been received from either east or west since Saturday night and at time

of going to press today there is little prospect of any mail train

arriving from any direction for several days. At Duncan, 30 miles east

of here, in the Blue mountains, about 500 feet of track is washed out

and at another point in the immediate vicinity of the washout is a land

slide covering the track in dirt, rocks, trees and debris for a

distance of about 500 feet.

The Pendleton High School Lantern was one of six Oregon and Washington

student newspapers and magazines winning the coveted top honor medalist

class awards given annually by the Columbia Scholastic Press Assn. The

Lantern has won the award for eight consecutive years, but this year

competed in the 500-1000 class after competing in the smaller class the

previous years. The Hehisch, a mimeographed paper at Heppner High

School, won the top honor medalist class awarded in the smaller school

class. Thus Umatilla and Morrow counties earned two of the six top

honors in Oregon and Washington schools.

Milton-Freewater city police will be stepping up enforcement of gaming

regulations after complaints of after-hours gambling surfaced at the

council meeting Monday. "The consensus seems to be for more

enforcement, more checking," Mayor Dale Courtney said after councilman

Stan Brown's airing of a resident's complaint prompted discussion.

Brown said three professional gamblers were operating in the area,

including one banned in Idaho. City ordinances allow "social games,"

but prohibit the activity from 2:30 a.m. to 8 a.m. Organized gambling

is outlawed and the activity must be an adjunct to a regular business.
