7:49 a.m. — Oregon State Police received a report of a dead cow elk on Bingham Road just east of the Umatilla Indian Reservation boundary. Members of the Fish and Wildlife Division found the elk and decided the meat was unfit to eat. They examined the elk at Oregon Department of Fish and Wildlife office in Pendleton and determined it died a natural death from falling off a cliff and succumbing to its injuries.
8:04 a.m. — A Hermiston resident reported someone added a cellphone to her account without her permission.
8:40 a.m. — A caller reported theft of toilet paper from Heppner’s Main Street Park and finding possible drug paraphernalia.
2:49 p.m. — A caller asked Hermiston police to send an officer to the festival street on Northeast Second Street between Main Street and Gladys Avenue because someone was taking bows from the Christmas trees.
5:11 p.m. — A caller asked Pendleton police to send officers to the bus stop next to the parking lot of the Walmart store, 2203 S.W. Court Ave., for a man who was stopping traffic and hanging on cars to try and get a ride.
5:54 p.m. — The Umatilla County Sheriff’s Office took a report for a vehicle theft from West Sherman Street, Athena.
•Hermiston police arrested Michael Ray Scott Garcia, 37, of Hermiston, for felony methamphetamine possession and violating probation.
•Umatilla County Sherif’s Office arrested Kevin M. Aldrich, 60, of Walla Walla, for felony driving under the influence of intoxicants and driving while suspended or revoked.
•Oregon State Police arrested David Leroy Brown, 48, for felony methamphetamine possession and on four misdemeanor warrants for failure to appear.
